 2024 High Valley Plumbing and Heating Pownal "A" and “Rec” Hockey Tournament Official Rules
1. Playing Rules
 
a) The latest Hockey Canada rules and Hockey PEI guidelines including the Hockey PEI suspension guidelines will apply for all games. Suspension guidelines are available on the Hockey PEI website. https://www.hockeypei.com/_files/ugd/137cf1_4428f9dc7c66450e92bca8514dee840c.pdf

b) The Referee’s decision on playing rules will be final.
 
c) The Tournament Rules Committee will rule on matters relating to the Tournament rules.
 
2. Players
a) All players must be registered with the Minor Hockey Association represented by each team.
 
b) A player may play on only one team throughout this Tournament. The Tournament committee will, however, consider exceptional circumstances on a case by case basis.
 
c) A team will be allowed to dress a maximum of nineteen players, including two goaltenders with the exception of the U9 Jamboree games.
 
d) In the event of an injury to a goaltender during Tournament play, and the team does not have an alternate goaltender dressed, the team will be given five (5) minutes to dress another goaltender. The game will continue after the five minutes have expired.
 
e) No time-outs will be permitted during tournament play.
 
3. Games
a) Each team is expected to provide their own pucks for warm-up.
bRound Robin Play - Each round robin game consists of three (3), twelve (12) minute stop-time periods with a flood after each game.  U9 Jamboree games will be two (2), twenty-five (25) minute straight-time periods.
c) Semi-Final and Championship Games - All games are the same as the round robin games.
 
d) In the Event of a Tie for Playoff, Quarterfinal, Semi-Final and Championship Games, Sudden victory overtime will commence immediately following the 3rd period. (Teams do not change ends). Overtime will be played as follows: Ten (10) minute stop-time period. (This period will be played in a 3 vs 3 format). In the event the game is still tied, the teams will continue in a 3 vs 3 format with 20 minute periods until a winner is decided. Floods will occur after the ten minute overtime period and then after each twenty minute period. Teams will switch ends at the beginning of each 20 minute overtime period. 
 
e) If there is a goal differential of five (5) goals or more at any time DURING the 3rd period, the REMAINDER of the game shall be STRAIGHT time.
 
f) Two (2) points will be awarded for a win, one (1) point per team for a tie. There is a max goal differential of seven (7) goals per game.
 
4. General
In the case of inclement weather, the tournament committee will make every effort to play games as scheduled but will advise teams if there are any changes. In the event of a full tournament cancellation due to weather, the tournament committee will reimburse teams less a fixed amount of $200 which would be used to cover previosuly paid fixed costs associated with the tournament.


5. Penalties
 
a) Any player or team official receiving a Match Penalty or Gross Misconduct will automatically be suspended from further Tournament play, until a ruling is made by the Rules committee.
 
b) All penalties shall be served as per Hockey Canada and Hockey PEI rules. In straight time, penalty time begins with the drop of the puck and penalities will be 3 minutes for minor penalties, 6 minutes for double minors and 7 minutes for major penalties.

c) No protests will be accepted.
 
5. General
a) All players are to be at the Arena at least THIRTY (30) MINUTES PRIOR to game time and ready to play.
 
b) Teams should have two (2) sets of contrasting sweaters. In the event that teams present themselves with similar sweaters, the VISITING TEAM will be required to change.
 
c) Teams with the highest ranking after the round-robin are the home team for all playoff games.
 
d) All teams are guaranteed three (3) games.


e)  

  • For the U9 Jamboree, each team will play three (3) games.
  • For the division with 5 teams, the teams will all play 2 games and the teams will be ranked 1 through 5 using tie-breaking formulas. Teams 1, 2 and 3 will advance directly to semi-finals while teams 4 and 5 will play a one game playoff for the 4th semi-final slot.
  • For the divisions with 8 and 10 teams, the top four (4) teams using tie breaking formulas will be selected for the semi-final games, regardless of division.
  • For the division with 16 teams, the top six (6) teams using tie breaking formulas will advance, regardless of division. The top two (2) will advance directly to the semi-finals while team 3 and 6 and 4 and 5 will play quarterfinal games for the remaining two semi-final positions.

1. Record between two teams tied
 
2. Team with the most wins
 
3. Largest goal differential all games
 
4. Least goals scored against all games
 
5. Most goals scored for all games
 
6. The team that scored the earliest goal in their first tournament game
 
7. Coin toss
 
Three or more Teams Tied

1. Team with the most wins
 
2. Largest goal differential all games
 
3. Least goals scored against all games
 
4. Most goals scored for all games
 
5. The team that scored the earliest goal in their first tournament game
 
6. Coin toss
